The Rancho Santa Fe CSD charges for its services according to the following schedule of charges:
Annexation Fee*
This fee applies only to properties located outside of the CSD’s existing sphere of influence, as of January 1, 2005 and is charged on an acreage basis. The fee is payable upon submittal of a completed annexation application to the CSD.
Connection Fee*
This fee applies to all properties located within the CSD’s existing service area that desire to connect to the public sewer system. This fee is charged on an EDU (equivalent dwelling unit) basis and is payable upon issuance of a sewer permit.

In general, the connection fee includes one or more of the following components:

Pro-rated sewer service charge

Sewage treatment capacity fee

Sewer line construction reimbursement fee

Sewer pump station construction reimbursement fee
Annual Sewer Service Charge*
This annual charge applies to all properties located within the CSD that are currently connected to the public sewer system and is charged on an EDU basis. This charge is billed on each property’s annual property tax bill collected by the County, and is used to fund the administration and operation of the CSD and its facilities.
Annual Sewer Service Standby Charge*
This charge applies to all properties located within the District’s boundary that have annexed into the CSD’s service area, but have not obtained a sewer permit for connection to the public sewer. This charge is assessed on a per parcel basis and is also collected on the property’s annual property tax bill. Revenue from this charge is also used to fund the administration and operation of the CSD and its facilities.
Assessment Charges*
The Rancho Santa Fe CSD presently has two areas within its service area that are designated special assessment areas. These areas are: the Hacienda Santa Fe/Rancho Del Rio AD 92-1 area; and the Santa Fe Valley CFD #1 area. The residents in both of these areas voted to assess a special development charge against their properties, in order to construct needed sewer infrastructure. These assessment charges are collected annually on the property’s tax bill and are used to pay off bonded indebtedness.
