The RSFCSD Board of Directors meets monthly on the second Monday of each month at 1:30 p.m.. The meeting is held in the Rancho Santa Fe Fire Protection District’s board room at 16936 El Fuego, Rancho Santa Fe, CA 92067. The meetings are open to the public and everyone is invited to attend. Anyone wishing to have an item addressed at the meeting should contact the General Manager, Chuck Duffy, at 760-479-4125 at least one week in advance of the meeting to insure inclusion in the agenda. |

The Rancho Santa Fe Community Services District (RSFCSD) was formed in 1982 as the result of a reorganization involving the dissolution of the Rancho Santa Fe Sanitation District and the Rancho Santa Fe (Landscape) Maintenance District. As successor agency, the new RSFCSD encompasses the boundaries and assumed the functions of the dissolved districts. The RSFCSD is regulated under the provisions of Section 61000 of the California Government Code.
The attached
map depicts the RSFCSD wastewater service area
boundaries. The RSFCSD encompasses approximately 9,910 acres and contains
1,612 wastewater connections. Then current population within the RSFCSD is
estimated at 5,627. Sewer Service Area 1 provides wastewater service to the
territory that was within the boundary of the dissolved sanitation district
(approximately 1,255 acres). The wastewater treatment facility (Rancho Santa
Fe Water Reclamation Facility) is located in the southeastern part of the
RSFCSD, immediately north of the Morgan Run golf course. The Rancho Santa Fe Water Reclamation Facility (RSFWRF) has an average flow of 0.350 million gallons per day (MGD) and a rated capacity of 0.450 MGD. The private consulting firm of Dudek and Associates provides operation and maintenance services of the District’s sewer treatment facilities, as well as line repair and maintenance of the public sewer lines. Sewer Service Areas 2 and 3 provide wastewater service to the southern and westerly portions of the RSFCSD. The wastewater generated in these areas is pumped to the San Elijo Water Reclamation Facility, located in Cardiff By the Sea, where it is treated and disposed of by contract with the San Elijo Joint Powers Authority (San Elijo JPA). The RSFCSD currently leases 0.250 MGD of treatment capacity from the San Elijo JPA. In 1997, the RSFCSD annexed an area of approximately 3000 acres, known as the Santa Fe Valley Specific Plan Area, into the District. In order to serve this area a 0.485 MGD treatment facility was constructed. The Santa Fe Valley Water Reclamation Facility (SFVWRF) is a state-of-the-art water reclamation facility that produces tertiary water that meets Title 22 requirements set forth by the State of California. Reclaimed water from the SFVWRF will ultimately be used to offset potable water use for irrigation of local golf courses. The reclaimed water will be distributed locally under a contract with the Olivenhain Municipal Water District. The RSFCSD also contracts annually with the Rancho Santa Fe Association to maintain the landscaping within the County’s road right-of-way for the approximately 60 miles of roads within the Rancho Santa Fe Covenant area. This function of the RSFCSD was activated to replace the previous County Service Area that performed the same function. The RSFCSD is governed by an elected, 5 member Board of Directors, who are all local residents within the District. Management, administration, finance and operation services for the RSFCSD are furnished by the professional consulting firm of Dudek and Associates, located at 605 Third Street, Encinitas, CA 92024. |
