The RSFCSD Board of Directors meets monthly on the second Monday of each month at 1:30 p.m.. The meeting is held in the conference room at the offices of the Rancho Santa Fe Association, 17022 Avenida de Acacias, Rancho Santa Fe, CA 92067. The meetings are open to the public and everyone is invited to attend.
Anyone wishing to have an item addressed at the meeting should contact the General Manager, Chuck Duffy, at 760-479-4125 at least one week in advance of the meeting to insure inclusion in the agenda.

The Rancho Santa Fe Community Services District (RSFCSD) was formed in 1982 as the result of a reorganization involving the dissolution of the Rancho Santa Fe Sanitation District and the Rancho Santa Fe (Landscape) Maintenance District. As successor agency, the new RSFCSD encompasses the boundaries and assumed the functions of the dissolved districts. The RSFCSD is regulated under the provisions of Section 61000 of the California Government Code.
The attached map depicts the RSFCSD wastewater service area boundaries. The District operates two wastewater treatment plants: the Rancho Santa Fe Water Reclamation Facility, and the Santa Fe Valley Water Reclamation Facility.
The Rancho Santa Fe WRF has an average flow of 0.350 million gallons per day and a rated capacity of 0.450 MGD, and generally provides treatment services for Rancho Santa Fe and other surrounding communities in the unincorporated areas of the county. Service for the southwestern portion of Rancho Santa Fe is provided by the San Elijo Water Reclamation Facility, located in Cardiff By the Sea, where it is treated and disposed of by contract with the San Elijo Joint Powers Authority (San Elijo JPA).
In 1997, the RSFCSD annexed an area of approximately 3000 acres, known as the Santa Fe Valley Specific Plan Area, into the District. In order to serve this area a 0.485 MGD treatment facility was constructed. The Santa Fe Valley Water WRF is a state-of-the-art water reclamation facility that produces tertiary recycled water, which is subsequently sold to and distributed by the Olivenhain Municipal Water District for irrigation of local golf courses.
In sum, the District currently provides sewer collection and treatment services to approximately 2600 customers.
The RSFCSD also contracts annually with the Rancho Santa Fe Association to maintain the landscaping within the County’s road right-of-way for the approximately 60 miles of roads within the Rancho Santa Fe Covenant area. This function of the RSFCSD was activated to replace the previous County Service Area that performed the same function.
The RSFCSD is governed by a locally elected 5 member Board of Directors, who are all residents located within the District. Management, administration, finance and operation services for the RSFCSD are furnished by the professional consulting firm of Dudek, located at 605 Third Street, Encinitas, CA 92024.
